It is a video card.  24-bit video means that at low resolutions (up to
640x480, I believe), it can generate 24-bit colour (usually called
"truecolour", as there are more colours than the eye can distinguish).
There are 2^24 colours, i.e. 16,777,216.

This has nothing to do with the size of the processor registers in the
IIgs (16 bits), or the address bus size (24 bits), or the data bus
size (8 bits).

A bit too much, eh?  <groan>  :-)
