I'll only comment on P8 applications...

I suppose if the application has a visual interface of any type, the
initial screen should include this information or an About or Help
option should be included to provide this information.

Command line applications (like extensions for BASIC.SYSTEM) should
provide ID, version, author information when they are installed.

Programmers could also embed contact information inside the program
that could be seen when using a block editor (e.g., Block Warden).
