        Why is this so?

1.      GEnie is in the business of providing information.  Since they can't
reasonably charge per unit of information, they charge per unit of time,
which is a fairly reasonable move.  However, when they sell you more
information, they want to charge you more for it, thus a higher rate for
higher speeds.  Note that, in areas where it is available, 14.4 access is the
same rate as 9600.

2.      Of the online services, most don't offer 28.8k access, AFAIK.  I'm
pretty sure Compu$erve doesn't, I don't think Prodigy or Delphi do, and even
AOL, who I understand has it, only offers it in limited areas.

3.      Given the nature of the service, why is 9600 unacceptable?  Sure,
it's not as fast as 28.8k, but why do you need 28.8k for reading messages? 
Unless you're doing _massive_ downloads, there isn't much of a handicap there.
