Apple //e Not Booting

After being unplugged from the power for a while, I went to use my
Apple //e today.
When I flip the power switch there are twelve evenly spaced bars
running horizontal across the screen. I do not get the beep. It does
not say "Apple //e" at the top of the screen. The red power light is
on on the motherboard, and the green power light near the numeric
keypad is green.
I opened the power supply: none of the capacitors are blown.
I've removed the Apple 5.25 drive controller from the board, along
with a serial card in slot 2: still exhibits the same symptoms. I
also removed the 80 column card from the AUX slot with no results.
I then unseated and reseated all the ICs from the board. I still get
the same horizontal bars.
Any other suggestions?
