That is a uuencode file (BTW it should be "begin" -- lower case).
BINSCII won't touch it. BINSCII uses "FiLeStArTfIlEsTaRt" as its introducer.

Your GSCII+ is old. The newer ones know about uuencode, I forget which
version was the first. Maybe someone else here knows.
