To tell the ROM version look at the bottom of the scene on boot-up.  Not
sure what a ROM 0 would say but ROM 01's and ROM 03's identify themselves.

The upgrade from ROM 0 to ROM 01 requires a few chip changes.  As others
have said, at least in the US, this has been a free upgrade from a local
Apple dealer.  To upgrade to a ROM 03 requires a motherboard change. 
Either a ROM 0 or ROM 01 is a candidate for a ROM 03 upgrade.  The ROM 03
motherboard is not cheap, about $175 with exchange of a working ROM 01 -
again, in the US.
