There is.  It's $1FF bytes long; even a normal MacBinary header is only $80
bytes long.

Actually, it's not "totally" wrong.  The file is a Shrinkit file with the
additional "Mac" header applied.

Giving them the benefit of the doubt, I suspect they unwittingly used a Mac
file transfer method (similar to some available within Proterm) that 
automatically added the Mac header and weren't even aware of it when it
happened.
