Probably GEnie, actually.  Most of the HyperCard IIgs stacks I have
came on Resource Central's "Script-Central" bimonthly disk.  I think
most of them came from GEnie (or were specially written for
Script-Central).

I've never gone hunting for stacks at FTP sites.

There are quite a few utility stacks (a very slow calendar, a telephone
book, etc.) included with HyperCard IIgs.  They can be used for
examples when creating your own stacks (or for pinching objects and/or
scripts).
