IIGif is one which works pretty well.  It supports 280x192 DHR Color as
well as 560x192 DHR mono, which does a fair job of simulating shades of grey.

Some 16-color GIFs like cartoon shots actually come out OK in DHR color,
since the colors used often match up almost perfectly to the DHR palette.
