That's news to me. The only thing that affects the speed of the hard drive,
that I know of, is the motor that is spinning it, and that'd better be pretty
stable.

The shutdown command cleans up file actions that are pending, warns you of
the ones that aren't automatically taken care of, and _maybe_ parks the heads
on the hard drive, depending on the computer and the software. No, it's
probably not critical if all you have is floppies.
