You need to understand the concept of flow control. All high speed modems and
those which support data compression and error correction expect you to have
the serial port talking to the modem faster than the modem is communicating
over the phone line. So you'd run your port at a minimum of 19200 to get any
kind of speed out of a 14400 modem. In fact you can't connect at a speed
higher than the port speed, e.g. if you run a 14400 at 9600 it won't connect
faster than 9600.

I'm using a USR Courier 2400e modem on my IIgs now, which has the port running
at 9600. It will work with the port as high as 19200 though.
