You need an RF-modulator in order to hook it up to the TV set.  There where 
several available back in the "good-old-days" including one that just plugged 
into the back of the computer w/ no "loose" wires, but I'm not sure if they 
are still available....

The 'upgrade' has nothing to do with question #1.  The upgrade allows the 
serial port to communicate at 1200 baud (and above) and allows you connect a 
3.5" disk drive to the computer.
