Simple solution here.  Get SuperConvert from Seven Hills Software.
It makes the best 640 mode standard palette conversions I've seen
on the GS.  It uses a dithering scheme that really works nicely.

Other options are to load up the picture in a paint program like
Platinum Pain and the change the palette to the standard 640 mode
palette.  Then choose to remap the picture.  It won't look as
good as the SuperConvert's will however.
