That's a pretty severe drawback :)

What I think it does is simply use one 16 color palette per line.
The wide is probably done with the same technique, but places these
next to each other and switches them on and off really fast so that
our eyes are tricked into believing that it's two wide.

I think the multi-palette modes are pretty useless imho. It takes
an extremely long time to work (ie djpeg :) ) and often produces
a picture that is one pixel wide or something messed up like that.
