I downloaded the file and had no problem unshrinking it on my gs.  The 
program is still in its early developmental stage and while the graphics 
are quite good, the game is not playable.  You can move a man around the 
screen but that's about it.  The author released it in the hopes of 
recruiting some programmers to help complete it.  He needs help with the 
graphics, and according to the readme file included, would really like 
to find someone to write some music for it.
