	Actually, while the 65C816 processor in the IIgs is rated at 
2.8 MHz, it actually runs closer to 2.6 MHz due to memory refresh cycles.
You get the full 2.8 MHz speed when accessing firmware though, such as 
reading anything in ROM (ie, the System 5 toolsets available on the ROM 3).

	Um, perhaps you should try using a ZipGS for a bit on your IIgs.
I promise you, after a couple of days, you'll never want to touch a GS
running at stock speed again! I'm currently running my system with an
8 MHz/16k cache model ZipGS, and while it's a vast improvement, I'd still
like to speed things up even more! I hope to have my Zip running as an
8/64 or 12/64 before the end of this year... :) Note, the Zip still has to
slow down to 1 MHz/2.8 MHz when performing most I/O access (accessing
slots, reading disks, writing to screen, etc) but there's still a vast
improvement in speed as data processed to perform such tasks happen
much faster!
