I guess:  FAX uses a unidirectional transfer protocol and thus has a
larger selection of tone modulations.  Modem use a bidirectional protocol
even if using no-echo, thus each side has fewer tones to use.  I assume
that FAX also involves some data compression but I don't know what kind(s).
