You need a program called IIPLUS.UNSHRINK, which, as the name implies,
is an un-shrink only version of the ShrinkIt program which runs on the
Apple II+.  I believe it will handle the Binary II header, and it
definitely handles the unshrinking part, including shrunk ProDOS disks
(though I don't think I've tried it with shrunk DOS 3.3 disks).

If it doesn't handle the Binary II header, there are several programs
that can deal with that.  The original is a BASIC program written by
Gary Little called BINARY.DOWN.  There was a later (and much nicer)
utility called BLU (Binary II Library Utility), by Floyd Zink, Jr.

The converse utilities (for creating ShrinkIt and Binary II files) are
called SHRINKIT.IIPLUS and BINARY.UP.  (BLU handles Binary II creation
and extraction, as well as the older "squeeze" compression method, but
cannot handle ShrinkIt compression.)


I can't tell you off-hand where you might be able to find these programs.
