Prodos error in emulator

Dear all Apple ][ fans,

	I'm writing a phototype of Apple//e emulator in C for IBM PC.

	A problem is appearred with PRODOS (1.8 and 2.0.3 are tested).
	When I using APPLE][+ ROM -- no problem.
	When I using Apple//e enchanced ROM -- "Unable to Load ATinit File"
error is displayed.  What it means??  Is it caused by wrong emulation of
bank switch of "$C100-$CFFF" CXRom?
