Probably not. If the 65C816 is like most CMOS CPU's, you would likely
experiences crashes and other problems that would cause you to step the
speed back down long before the CPU was physically damaged by heat stress.
 
IMHO, keep the CPU at clocked at 12Mhz, until and unless you experience
problems. For added safety, you could always throw your money in the pot
for one of the new 14Mhz-rated CPU's from WDC.
