Not at this stage.  I don't know whether anyone is working on one either.

Web client software requires a direct connection to Internet, using
TCP/IP protocols.  In the case of most personal computers, this means
a physical network connection (e.g. Ethernet) with an Internet gateway
somewhere on the network, or a SLIP or PPP connection to an Internet
site.

In either case, you need to be able to run the TCP/IP protocol suite
on the computer.

No version of TCP/IP is available for the IIgs at this stage.  There
should be an implementation of TCP/IP for GNO at some point, but it is
dependent on a new feature in the GNO kernel, which has been on hold
for a while because Jawaid is busy working on the Second Sight card.
