With an Apple High-speed SCSI card: yes, provided there are no open
files on the disk when you swap it. The card's firmware will know
that the cartridge has been swapped, and will read the partition table
for the new cartridge.
With an old Apple SCSI card, swapping cartridges in ProDOS-8 is only
safe if they have IDENTICAL partition maps (again, all files on the
disk should be closed).
The RAMFast should behave like the Apple High-Speed card, assuming you
have a recent enough version of the ROM (I don't know which version
added support for removable hard drives).
