Two different things, though.

For threads, use a thread locker such as one of the Loctites 
(like Loctite Blue or 222).  It is fairly thin stuff that is 
applied to the threads.

For the blob across the head of a trim pot the stuff is Glyptal 
which is a varnish ("alkyd resin"?) made by GE.  Looks like 
Glyptal 1201 is the original red Glyptal used across trim pots.
