where do I get binscii?

I need to get this Binscii program from somebody, I guess.  I've never 
had to before, and I really dont know how it works, but there area coupel 
of times on the binary newsgroup I want to get.  I only use AnsiTERM 
(being that the creater is a friend of mine), and have a 14.4 supra fax 
modem.
