The offical name was the "Apple II Workstation Card". It only
worked in an Enhanced Apple //e (and possibly the IIGS under emulation mode,
although there's no reason you'd want to with AppleTalk built-in the GS).
You cannot use AppleTalk in any other models of the Apple II family, including
the Apple //c and IIc Plus which had AppleTalk capabilties planned but
later shelved.
