Arrow Keys (was: ptse terminal for Unix?)

I'm stuck in what feels like a stupid problem.

First, I noticed that when I used Pine and Lynx from the VT-320 Terminals
at the university, I had fully-functioning arrow keys. Trying to use
Lynx from home, with ProTerm 3.0 at 8N1 emulating a VT100, the arrow keys
would NOT function. (Using Lynx without arrow keys is a pretty limited and
frustrating endeavor).

I remembered that when I had called a ProLine BBS and enabled ProTerm
Special Emulation, one of the neat effects was that the arrow keys were
fully functional. So I posted my message to this newsgroup soliciting
a termcap/terminfo file for Proterm Special that I could install on my
unix account.

Ron Higgins posted a terminfo file here, I pestered my sys admins to
compile it and get it into the right directory, then I logged on, set my
terminal emulation (both on unix and on proterm), and the result:
no different from VT-100 emulation. Boldfacing and screen positioning
worked fine, but no arrow keys. The down arrow translated as a newline
(Return), and up, left, and right were "unrecognized commands," just as
before.

What's going wrong here?? What could the problem be??
