For the actual transfer of files, (assuming he doesn't want to 
haul his Apple //c into work every time he wants to transfer
a file) a modem is probably the easiest solution.  To make that
trasfer easier, though, I would encourage him to get 
Crossworks, which a) has a crude telecom program included for
IBM _and_ Apple, and b) _TRANSLATES_ the files into IBM 
Wordperfect (4.2) format.  Now I realize no one is using WP4.2
anymore, but any of the newer versions will _read_ 4.2 files, 
and most will write to 4.2 files.  This has the advantage of 
preserving some formatting information, like bold, underlining,
tabs, etc. 

If he _did_ want to haul the //c into work to do the transfer, 
Crossworks also comes with a spider-cable with any-IBM to
any-Apple connectors on it. This way he doesn't need a modem 
(on both ends, by the way).
