I don't think Copy II Plus will mess up the resource fork, but it might 
mess up the directory.  %)  Make sure you are using the very latest (9.1 
still?) Copy II Plus if you're going to try this.

Better yet, drag all the Control Panels out of the CDEVs folder, drag the 
Sound Control Panel back in, then put the rest of them back in.  Voila, 
the Sound Control Panel loads first, just like you wanted, without any 
special utilities!  %)
