No.  Partition does not equal device.  A device is a hard drive, a
floptical drive, a scanner, a cd-rom drive, etc.  A partition is the
name or names of the individually formatted/partitioned areas on a
device.  My 240 meg hard drive (a device) has eight partitions of
between 20 and 32 megabytes.
