Yipes, ten years and some people still don't understand ProDOS. The only
stuff in the PRODOS file is the code for the kernel, code to relocate the
kernel and set up the machine, and device drivers for 5.25 drives and clocks.
LOCK, UNLOCK, VERIFY, and whatnot do not exist in the kernel. They are in
ProDOS BASIC, incorrectly called BASIC.SYSTEM by many people. 

If you're worried about space, just use an older version. 1.1.1 uses 30 blocks
and is the smallest.
