If the file encoded with BINSCII goes through a UNIX machine, try 
SCIIBIN.  FTP to plains.nodak.edu in the directory 
/pub/apple2/executables and get the file sciibin.  Place it in your 
$HOME/bin directory, make sure that $HOME/bin is on your search path, 
type 'chmod a+x $HOME/bin/sciibin' and then 'rehash.'  Now, whenever you 
want to decode a BinSCII file, type 'sciibin <filename>' on your Unix 
machine.
