Yes. A VCR+VOC+Monitor are functionally equivalent to a typical TV set.
The VCR demodulates the broadcast channel to get a raw NTSC signal and
audio, the VOC converts the NTSC signal into RGB video and the monitor
displays it.

I thought it was excellent, but then I have a better monitor than the IIgs
monitor :)  No one I know who's done it has had any complaints about picture
quality, that's for sure...

On a ROM 01 slot 3 is the only choice. On a ROM 03, any slot but 7. Slot 3
is preferred anyway, for simplicity.
