Do you mean a 400k 3.5" drive (as used on the original Macintosh 128
and 512)? If so, you need a Universal Disk Controller to use the
drive. I don't think you can buy these new any more. They were sold
by Central Point Software.
To use a UniDisk 3.5, you would need a UniDisk 3.5 Controller Card or
an Apple 3.5 Disk Controller Card (a.k.a. "SuperDrive card").
To use an Apple 3.5 Drive, you would need a Universal Disk Controller
or SuperDrive card.
To use a SuperDrive (FDHD), you would need a SuperDrive card. This
drive will also work with the Universal Disk Controller, but will only
act as an 800k drive.
The standard 5.25" controller card can only support 5.25" drives.
