According to the Apple II History (Chapter 10) it was being designed in late
1983 and early '84. It was to use the brand new 65816 processor (too new,
it didn't work yet.)
It was to have a co-processor slot, but details are sketchy. Project was
cancelled in March 1984 (file says 83, I think it's a typo).
After the IIc, the "Phoenix" project started and designed the IIgs.
