You could also achieve this by reversing the order of the SCSI IDs.
The Apple SCSI cards attempt to boot from the device with the highest
SCSI ID. I wasn't aware that they then tried lower devices if that
one isn't bootable.

In theory, it should make no difference.
It might be a problem with supply of power for the SCSI terminators.
If the SyQuest is supplying power and the Quantum isn't, then the
Quantum may not work by itself.
