Holding the control key down while closing does nothing
in relation to windows popping up on the desktop automatically.
It only affects how the window is viewed/positioned when
opened.
The following does not apply to removeable media.
What _does_ control windows on the desktop is what you do
when _leaving_ the finder. The desktop "status" is
remembered when you leave the finder. If you double-click
an application while holding the control key down, the
finder will return to the same condition - open windows
and all. It's the same for icons "on the desktop."
If you don't have an icon on the desktop, you can't
conveniently do what you want. Put an app icon on the
desktop, and duoble-click with control key down it when
you want to save the desktop status.
Be happy you're not on a Mac. No "don't save" option at all.
Drives me crazy.
