Defintely, in the case of expanded ones. There is a shareware program
called RSounder which converts binary file-based sounds into sound
resources. Commercial applications such as Sound Shop (included with
HyperStudio) and DigitalSession (included with the SoundMeister card)
can probably save sounds in resource format.
I don't know if they'll handle ACE sounds, but you can always de-ACE them.

Probably not, but I can't say for certain.
