Apple ][c help needed!

I have been given an Apple ][c by a friend who wishes to sell it. First
thing that needs to be done is to figure out what problems it is having.

When I plug everything in (power and monitor) then turn on the power
the screen will fill with random characters, some inverse and some are
blinking. Could this be a memory problem? Any advice on finding the 
problem?

Second, suppose that I manage to get this thing fixed, how much is it
worth? (Apple ][c w/ Apple ][c monitor)
