modem software

Hello,
      I work with Providence, RI area elementary teachers who are currently
trying to get online onto a local service called Learning Link.  They have a
large supply of Apple II-E's in their school and have access to modems, but
need compatible modem software.  The software should be capable of hooking
a Apple II-E up to IBM pc's (vt-100 emulator?).  Anyone have any suggestions?
What software?  Where can I find it?
