No, I had to use a Mac to unzip it. I got identical results from both postings.
The binscii'd files downloaded fine and GSCII+ produced the file "gz2pkz.zip".
I then tried every unzip utility I could find from GNO to PMPUnzip to Angel but
was unable to get that .zip file to produce anything other than file fragments
(files with 0 length or partial names, i.e. one letter names) or give me a
CRC error message. I almost gave up but then tried the Mac and Unzip 2.0.1 and
that worked. However,...

Even after getting it unzipped I haven't been able to get gz2pkz to work.
Admittedly, I only tried it on one file, downloaded it specifically for
testing. However, gz2pkz only gives me an error message indicating the file
is not a gzip file. I immediately assumed it must be looking for a specific
filetype and have sent a query to tlarson regarding that. I'm beginning to
think I have some quirk to my system or between me and the nodes I download
from. I seem to be having frequent problems with downloaded files not
working for me while others have no problems. I don't experience such problems
with any other files.

I'm sure I'll agree, when I get it working!
