sound control panel trouble on IIGS

When I attempt to save a sound linked to a specific event with the control
panel, the computer creates a preference file in my sounds folder, but
fails to use it for that event. Upon reopening the control panel, it
then shows that no linking has occured, that no sound has been assigned.
 
I have relaced the sound crontrol panel, but the new copy has the same problem.
Spectrum and Twilight II sounds do work. Any ideas?
