3200 pictures are generated by turning on the scanline interrupts (ie
every time the video hardware draws a line {which incidently starts at the
right hand edge of the display area of the screen = where the border
starts on the right}) and for each line redefine the palette to produce
200 different pallettes for the entire screen (16 colours per line * 200
lines = 3200 colours!!).

The problem with the VOC is that it is not in anyway in sync with the
onboard video hardware so that the scan line interrupts do not actually
appear in the right places and the image produced by the VOC is corrupt. 
It is, however, possible to turn on the scanline interrupts from the VOC
rather than the motherboard hardware and so correctly display 3200
pictures and there is a shell utility available which does just that.  But
as for tinies...  The program isn't designed to use a VOC so you don't get
to see the 3200's.  The rest of the game just uses the normal super hi res
modes and appears normally
