Yes, two choices that I know of.  I'm pretty sure that Apple File 
Exchange (comes with every Mac, but most users don't know it) has the 
ability to format disks in Prodos.  There is also "Prodos File System".  
I haven't used it, but my understanding is that it is an init that allows 
Mac's running System 7 to mount Prodos disks to the desktop just like HFS 
disks.

Yes.  GS/OS 6.0.1 has an MSDOS FST.  It is read only, but I think there 
is a utility out there that lets you do more.
