You can use the commercially available Prism, which is awesome to do GIF 
conversions (and many other conversions as well.)  SuperConvert is not
very good at converting GIF pictures.  Public Domain/Shareware-wise, you
have a lot of choices, such as:

	GIF3200  <-- does an awesome job in 3200 COLORS, but slow and limited
	GIFView 1.2  <-- very fast, but greyscale (does a great job though)
	JPEG Viewer <-- (this lets you view .JPG / JPEG compressed pictures)
