Apple released a "join" utility with their "APW 1.1 Tools & Interfaces"
package (currently unavailable) - it requires APW, ORCA, GNO or a
compatible shell. I'm sure that the 'cat' option above would work in
GNO (if there isn't a more appropriate utility).
I'm not aware of a general GS/OS application which can join files.
You might have trouble joining these files in memory, but copying the
first file then appending the second one should be an option; but as I
said, I know of no application which can do this.
