Which is itself a ROM chip.  I believe the point you were attempting to make
(which has already been made by several) is that it's not in the system ROM,
and thus can't be read by the microprocessor.  However, if this individual
had an EPROM programmer and wanted to pull the character ROM chip, he could
read it just fine.  (Not sure about Apple's copyright on their character 
set though!  =)
