Ok, well, I got the multimeter out and found that the three lines
that Spectrum needs to have for hardware handshaking are in fact wired..
Hmm.. I think it may be a problem with the local board..

I found the fact that two lines were wired to the same pin (1?) on the
GS's end (or was it the modem's end?).. 

But that's what the manual said, and that's how the cable checked out..
