Yes, you can connect a IIc external disk drive to an Apple II+. There
are two ways of doing this:
1. Use the "UniDisk 5.25 Controller Card" or "Apple II 5.25 Disk
Controller Card" (not sure exactly what it is called). This has a
DB-19 connector, which matches the IIc drive, but is otherwise
identical to the Disk ][ controller card.
This is the card which has been used with the IIe since 1985 or so.
I don't think the IIc external drive has a daisy-chain connector, so
if you want to connect two drives, you will need an "Apple II 5.25
Drive" or "UniDisk 5.25" as the first drive.
2. Use a standard Disk ][ controller card, and an adaptor cable to
connect the IIc drive to the card. I don't know if these cables are
available as a standard item from anyone, but the pinout for it was
described in Open-Apple Volume 1.
If you want to connect a Disk ][ AND a IIc drive, the second method is
best. You could do it using the first method, but you would need
another adaptor cable and a "Y" connector.
It may be possible to use a Universal Disk Controller on the II+, in
which case you could connect the Disk IIc directly, but would need an
adaptor cable to connect a Disk ][.
