 First off, there are MANY HD utilites that will help you out on this. 
The BEST and most complete package that I've seen is Glen Brendon's 
 ProSel-16.  It is a GS/OS Finder replacement.  Included are utilities to
map, fix and/or lockout bad sectors on any device (including your HD).

As for repartitioning, have you looked at the Advanced Disk Utilities ?
