System 6 Sound Control Panel problem

I have FinderSounder installed as advertised, and I can successfully
assign sounds to "shutdown" and "startup." But I can't assign sounds to
any other events, and I can't play sounds from inside the Sound Control
Panel (only the "Standard Beep" works there--well, "Silence" does too!)
or by double-clicking on the sound files themselves. What's going on?
In case it's not obvious from this question, I am just beginning to know
my way around the IIGS. As part of my work on the sound problem I tried
changing the name of one of the sound files, expecting the new name to
show up in the Control Panel. (I chose "whoosh" because it comes up
forward and backward.) Nothing changed there, so I'm guessing
that--unlike my Mac--sound names for the IIGS come from inside the
file's resources. Am I right? What's the GS equivalent for ResEdit?
